Debra Lins is taking over as president and CEO of First National Bank of Muscatine, Iowa. She replaces Scott Ingstad, who had held the role since 1990.

Lins brings over 40 years of industry knowledge and experience to her new role. She has led and worked at several community banks, initially starting her career in the Farm Credit  System. Prior to that, she was president, CEO and director of Markesan State Bank, Markesan, Wis. She has also run her own bank consulting company.

Lins has served in leadership roles for both state and national banking trade associations and recently stepped down from the Wisconsin Governor’s Banking Review Board after serving 15 years as a governor-appointed member. 

She has an MBA from the University of Wisconsin-Madison and an undergraduate degree from Lakeland College, Sheboygan, Wis.

“Our customers can be assured that the long-standing tradition of exceptional customer service they are accustomed to will remain a priority under Debra’s leadership,” said David Housley, lead director at the $353 million bank. “First National Bank’s commitment to community involvement will continue as one of our primary goals.” 

Ingstad, who has 46 years of banking experience, will remain with the bank in a limited capacity. 

“We are fortunate Scott will continue to serve as chairman of the bank board, as a director of the holding company and as an active member of key internal committees,” Housley said.

First National Bank has four offices in Muscatine.
